PROBLEM TO BE SOLVED: To shorten seek time even when an AV stream and a non-AV stream are read continuously and alternately. SOLUTION: When the non-AV stream is recorded in a non-AV stream region 203 and there is no space in the non-AV stream region 203, after the non-AV stream region 203 is closed, an unused region is divided from the AV stream region 204, an already recorded AV stream region 306 and an intermediate state region 307 are generated, and the AV stream region 306 is closed.
