PROBLEM TO BE SOLVED: To provide a rolling bearing for suppressing the generation of electroerosion while holding conductivity for a long period of time by preventing the deterioration of the conductivity of a seal member, and to provide a brushless motor. SOLUTION: The rolling bearing includes an outer ring 1 and an inner ring 2, a rolling element 3 mounted therebetween, and the seal member 5 provided on a fixed side bearing ring out of the inner and outer rings for contacting with a seal groove 2b formed at a rotary side bearing ring. The seal member 5 is formed of a conductive material. Ionic fluid grease is applied to or filled in a contact portion between the lip of the seal member 5 and the groove face of the seal groove 2b, or an annular space formed of the groove face of the seal groove and the seal lip.
