The first acquisition unit (101) acquires information about a road from which snow is removed (hereinafter referred to as the snow-removed road) and information about the time at which the snow is removed from the snow-removed road (hereinafter referred to as the snow-removed time). The second acquisition unit (102) acquires information about the current time. The setting unit (103) sets a priority of the snow-removed road according to the period elapsing from the snow-removal time to the current time. The search unit (104) searches for the route which is selected by giving the priority to the snow-removed road according to the priority of the snow-removed road. The guidance unit (105) performs a route guidacne by using the route which is searched for.
