A seismic isolation bearing device combined with a mechanical damper and a method of constructing the seismic isolation bearing device combined with a mechanical damper on a pier or an abutment are provided to prevent the separation of an upper structure from a seismic isolation bearing device of a bridge by supporting design load and increasing the redistribution capacity of horizontal load and resistance to an earthquake, to relieve earthquake load effectively by making each pier share horizontal load by an earthquake, and to reduce earthquake load of a lower structure by dispersing earthquake energy into thermal energy with the friction action of an elastic body and to control the displacement of a pressurizing rod with the spring action of an elastic body by compressive deformation, thereby to prevent unseating. A seismic isolation bearing device combined with a mechanical damper is installed between an upper structure(10) of a bridge and a lower structure(20), and composed of an upper plate(30), a base plate(40) and a mechanical damper(50), wherein the upper plate is fixed to a girder(12), which is the upper structure, and the base plate is fixed to the top of a pier or an abutment which is the lower structure, and the mechanical damper is located between the upper plate and the base plate and composed of an upper head portion(52), a cylinder portion(54) and a pressurizing rod, wherein the upper head portion is fixed to the upper girder and provided with two fixing grooves to fix with the pressurizing rod installed in the cylinder portion by nuts, and the cylinder portion is fixed to the base plate and provided with a friction projection, and the pressurizing rod is provided with a pressurizing plate and a steel bar wedge to fix an elastic body provided with a friction projection strongly.
