PROBLEM TO BE SOLVED: To reduce light intensity of primary light of information light, and to easily prevent deterioration of a reproduced image of an information-recorded optical information recording medium at a low cost.

SOLUTION: A holographic memory recording and reproducing device 100 includes: a light reducing plate 103 provided in an optical path for irradiation of a holographic memory recording medium 110 with information light and reducing light intensity of a portion of the information light; an imaging device 120 detecting reproduction light emitted from the holographic memory recording medium 110; and a light reducing plate 108 provided in an optical path from the holographic memory recording medium 110 to the imaging device 120 of emitted reproduction light and reducing light intensity of reproduction light from a region other than the region where light intensity is reduced by the light reducing plate 103 in the holographic memory recording medium 110 and information is recorded.
