PROBLEM TO BE SOLVED: To suppress quality degradation of a decoded voice signal caused by disappearance of a frame from being propagated in a communication system using a CELP type voice encoder. SOLUTION: This voice encoder or the like is provided with an adaptive code book 208 for storing a first voice source signal; a pitch peak position detecting part 151 for generating a second voice source signal corresponding to the first voice source signal, by applying the first voice source signal to preset processing, for detecting a sample satisfying a preset condition as a specified pulse, out of the samples forming the second voice source signal, and for obtaining a position of the specified pulse; and a pitch peak information embedding part for encoding redundant information including information showing the last position of the specified pulse in the frame.
