PROBLEM TO BE SOLVED: To provide a video recording and reproducing device for saving power consumption by automatically adjusting the brightness levels of light emitters depending on the using state by a user in the past. SOLUTION: In a first scene, when a power switch 104 is depressed into a standby condition, a control part 4 uses a timer circuit 4A for checking a current time. When the power switch 104 is depressed again into a power-on state, the control part 4 uses the timer circuit 4A for checking a current time. The control part 4 records on a storage part 5 a time interval between the former time and the latter time as a standby time zone. In a second scene, when the timer circuit 4A shows a current time reaches the standby time zone, the control part 4 directs a display control part 6 to lower the brightness levels of a fluorescent display tube 101 and LEDs 105-107.
