<p><P>PROBLEM TO BE SOLVED: To suppress increase in processing overhead of a communication terminal in accordance with protocol delay measurement. <P>SOLUTION: This protocol delay measurement device 100 measures protocol delay based on first and second time stamps generated, respectively before and after a processed packet is obtained from an unprocessed packet by IPsec processing of the communication terminal 1. A recognition processing part 104 generates an identifier of the unprocessed packet. A time stamp database 106 stores the generated identifier with the first time stamp, and writes the generated identifier in a storage area to be maintained as identical before and after the IPsec processing of the communication terminal 1. A correlation processing part 108 reads the identifier in the storage area, and extracts the first time stamp stored in the time stamp database 106 with the same time stamp as the read identifier.
