PROBLEM TO BE SOLVED: To improve security related to input operation of security information in service such as Internet banking. SOLUTION: When a user logs in, on a display screen of a personal computer 2 for randomizing an image for inputting an identification number stored in an IC card 10 in advance to create data for display (step S12, S13), an image for input based on data for display is displayed (step S14). The personal computer 2 receives input of input information by a user through a display screen with an image displayed thereon (step S16). From the personal computer 2, input information is transmitted to the IC card 10 (step S17), and is analyzed with the IC card 10 (step S18). In the IC card 10, verification with a registered identification number is performed (step S19), if the verification is successful, a verification notice is reported from the IC card 10 to the personal computer 2 (step S22).
