PROBLEM TO BE SOLVED: To provide a carrier capable of preventing the rise of toner charge amount at the beginning of use. SOLUTION: The carrier includes a core particle and a resin layer including a charge control agent and coating the core particle, wherein the charge control agent exists on a surface layer region of the resin layer by the amount 0.02 wt.% or more and 0.08 wt.% or less based on the total weight of the carrier.
