PROBLEM TO BE SOLVED: To surely and rapidly migrate configuration data before and after a replacement, and reduce a load of a replacement work. SOLUTION: When a meter is replaced, a process is initiated by mutually connecting the meter (A) to be replaced and the meter (B) to be used after the replacement. If a predetermined input operation is accepted (S1), the meter (B) finishes the process without accepting an operation input unless it is in a shipment mode, and if in the shipment mode, it generates a request signal to the meter (A) (S3), and transmits the request signal to the meter (A) (S4). The meter (A) generates a response signal including predetermined data stored in its storage means (S5), and transmits the response signal to the meter (B) (S6).
