<p><P>PROBLEM TO BE SOLVED: To request setup of conditions related with security in using a service from a server use side terminal to a service provision side terminal, and to determine propriety of the use of the service according to the propriety of the setup. <P>SOLUTION: A security setup request means 103 of a local terminal 10 as a service use side terminal transmits a security setup request in which conditions related with security in using a service are written to a remote terminal 20 as a service provision side terminal. A security setup means 111 of a remote terminal 20 determines whether or not the setup of the service providing means 112 can be changed so that the conditions written in the security setup request can be satisfied, and when the determination result is positive, changes the setup, and then makes a positive response, and when the determination result is negative, makes a negative response.
