PROBLEM TO BE SOLVED: To simplify registration work for regulating an outside-line call origination function. SOLUTION: A telephone directory storage means comprises a means for holding identification information of a group, for each of information items of a telephone number, to which the relevant telephone number belongs, and a regulation information holding means for holding regulation information of outside-line call origination for each of groups, and an the outside-line call origination regulation means comprises a means for retrieving, based on the telephone directory storage means, a group to which a telephone number of a transmission source of an outside-line call origination request belongs, when the relevant outside-line call origination request is received, and retrieving, based on the regulation information holding means, regulation information of outside-line call origination in the retrieved group, and for regulating outside-line call origination based on a result of the retrieval.
