As for a message simultaneously received from the first CAN communication line, a relay processing part 11 calculates a time difference Tdiff when a control field 43 is completely received between a message whose control field has been completely received the earliest and another message and a transmission standby time TX from the point of time when the control field is completely received about each message, and starts the relay of a message in which the sum of the transmission standby time and a time difference when the control field is completely received is the smallest to the second CAN communication line.
