PROBLEM TO BE SOLVED: To provide a method for manufacturing an organic EL panel having at least a first electrode, one layer or more of organic functional layers, a second electrode, and a sealing layer on a belt-shaped flexible base material, in which a roll-to-roll process realizes high production efficiency and stable performance quality, and provide an organic EL display. SOLUTION: In the roll-to-roll type method for manufacturing the organic electroluminescent panel comprising the first electrode, at least one layer or more of the organic functional layer, the second electrode, and the sealing layer on the belt-shaped flexible resin film, after the organic functional layer is formed by coating the entire surface of the electrode with application liquid for forming the organic functional layer, a good solvent which shows solubility against the organic functional layer is applied to an unnecessary region of the organic functional layer, and it is treated and removed with a poor solvent which does not dissolve the organic functional layer, and patterning is made to form the panel.
