<P>PROBLEM TO BE SOLVED: To surely prevent the false identity of a person different from a driver when measuring alcohol concentration. <P>SOLUTION: A measured person image acquiring part 152 uses an alcohol sensor 111 for acquiring a measured person image as the face image of a measured person picked up when measuring alcohol concentration and then supplies the image to a face collating part 162. A driver image acquiring part 161 acquires a driver image as the face image of a driver picked up during a predetermined time before or after measuring alcohol concentration and then supplies it to the face collating part 162. The face collating part 162 collates the measured person with the driver in accordance with the measured person image and the driver image and determines whether the measured person and the driver are the same or not.
