<P>PROBLEM TO BE SOLVED: To provide a modular building element which is used to specifically cover a flat roof of a building and enables natural light to irradiate the inside of the building. <P>SOLUTION: The modular element is provided with a wall surface which has a first surface 2 having at least one transparent or translucent part 11 and tilted to a horizontal flat surface and a second surface 3 being located at an opposite side to the first surface, having at least one solar cell panel 15 equipped with at least one solar cell module, and being tilted to the horizontal flat surface.
