PROBLEM TO BE SOLVED: To provide a chemical terminal processing method which chemically dissolve away zinc plating from the terminal of a galvanized steel sheet, and also can effectively protect the terminal after the dissolution-away from the generation of red rust, and to provide a device therefor. SOLUTION: Regarding the chemical terminal processing method, the terminal of a galvanized steel sheet is immersed into a hydrochloric acid liquid, zinc plating is dissolved away from the terminal, thereafter, an alkali liquid is fed to the terminal from which the zinc plating is removed, the hydrochloric acid liquid remaining in the terminal is neutralized. Subsequently, while feeding a neutral liquid composed of purified water or pure water to the surface of the terminal, the surface of the terminal is ground. After the grinding, the remaining water is perfectly substituted into oil with water removing oil, and finally, an oil film of rust preventive oil is formed on the surface of the terminal.
