PROBLEM TO BE SOLVED: To improve a discharge delay property of a plasma display panel (PDP). SOLUTION: Powder of crystals having characteristics of large light-emitting intensity of an ultraviolet light with a wavelength of 146 nm rather than the light-emitting intensity of the ultraviolet light with a wavelength of 172 nm among magnesium oxide crystals having a peak at a wavelength range of 200-300 nm by being excited with an ultraviolet rays and having CL (and PL) light-emitting characteristics is arranged on sections respectively facing to a discharge cell C formed in a discharge space S between a front surface glass substrate 1 and a back surface glass substrate 6 of the PDP.
