A cosmetic composition containing a Spirulina extract is provided to relieve skin irritation and improve the cure of atopic dermatitis and allergic skin pruritus. A cosmetic composition which has the effects of irritation relief or anti-itching comprises 0.1-10.0 weight% of Spirulina extract. The cosmetic composition is used in a form of cream, skin softener, astringent, milk lotion, gel type essence, foundation, soap, shampoo or hair tonic. The cosmetic composition further comprises water-soluble component, powder component, surfactant, moisturizer, viscosity modifier, antiseptic, antioxidant, perfume or pigment.
