PROBLEM TO BE SOLVED: To provide a navigation apparatus, or the like for allowing a user to grasp an optimum guidance route from the standpoint of a decrease in travel time to the destination position of a mobile unit while reducing the inconveniences of the stopping of the mobile unit by charge payment. SOLUTION: In the navigation apparatus 100, a payment system determination unit 130 determines whether a vehicle 10 has the automatic payment function of the utilization charge of a toll road. A mode setting unit 140 sets a "normal mode" for making a toll road and an ordinary road equal according to the determination result, and a "priority mode" for allowing one of the toll mode and the ordinary road to take precedence. Further, a guidance route setting unit 160 sets a route in which the predicted travel time based on road traffic information recognized by a road traffic information recognition unit 150 is the shortest as a "guidance route" according to a setting mode by the mode setting unit 140.
