<P>PROBLEM TO BE SOLVED: To quickly detect a moving vector with a much smaller calculation quantity. <P>SOLUTION: A featured value extracting part 101 extracts the featured values of pixels. A featured value frame memory 201 is formed as a storage area arranged for each partial area of a reference frame being a temporally previous frame with respect to a current frame, and the storage of pixel position information indicating the position of the reference pixel of the reference frame in the storage area designated by an address corresponding to the featured value of the reference pixel is controlled. A candidate vector detecting part 202 to the minimum error vector selecting part 205 select the position of the reference pixel whose movement destination is the pixel under consideration from among the positions of the reference pixels whose featured values are the same as the featured value of the pixel under consideration of the current frame on the basis of the pixel position information indicating the position of the reference pixel stored in the storage area.
