A safety cap is provided to improve the opening safety by employing the dual structure of an inner cap and an outer cap and to simplify the opening structure. A safety cap comprises an inner cap(10) which is combined to the injection hole(1) of a packing container or a spout by screw; and an outer cap(20) which is combined to the inner cap by the mutual combination of a hooking unit(30) and a hooking projection(34) and can be manipulated by compression with the mediation of a tension support piece(40), wherein at least one hooking pin(50) is projected at the inner cap, and at least one hooking groove(60) is formed at the outer cap.
