An electromagnetic flowmeter is provided to reduce the material cost by not using a porous plate of cylindrical shape. An electromagnetic flowmeter comprises a measuring tube(1), and a resin lining part(10a). The measurement target fluid flows within the measuring tube. The resin lining part is formed in the inner surface of the measuring tube. The inside of the measuring tube has a first groove in the peripheral direction and the cross section of the first groove in the peripheral direction is one of semicircular, square or triangle.
