An underwater plasma generating apparatus and a method thereof are provided to improve generation efficiency of plasma and to process gas including a large amount of wastewater or contaminated air etc efficiently. An underwater plasma generating apparatus includes a reaction tank(100), a ground electrode(200), a discharge electrode(300), a cap part(400), and a power applying part(500). The reaction tank comprises an inlet port(101), an outlet port(102), and partitions(104). The ground electrode comprises a hollow part(201), a flange(202), and a plurality of pores(203). The discharge electrode comprises an electrode(301), a barrier(302), and an electrode connecting terminal(303). The cap part comprises a flange part(401), an annular inflow groove(402), and a pressurized gas feeder(403).
