A radio communication apparatus has a scheduler for allocating one or more resource blocks included in the system band to a user device, an interleaver for rearranging the order of bits in a bit sequence according to an instructed pattern, a means for creating transmission symbols including the bit sequence after the interleave, and an interleave pattern determining means for determining the range of the bit sequence to be rearranged on the basis of the number of resource blocks, a data modulation system, and a channel coding rate, determining the pattern of the rearrangement corresponding to the range, and instructing the determined pattern to the interleaver.
