An electric-powered valve apparatus for the power outage recovery is provided to control the flow of fluid smoothly by safely opening and closing a valve or rotating the valve at location value which is set up in advance. An electric-powered valve apparatus(100) comprises a motor(70), a valve position sensor(90), a data storage module(20), a panel(60), an I/O controller(110), a power supply unit(180) and secondary cell unit(220). The data storage module stores position data. The panel comprises a display(50), a valve closing switch(30), and a valve opening switch(40). The I/O controller is connected to a microprocessor(10) and performs the input/output control. The panel comprises a forward/reverse direction controller(130), an external terminal(120), a power supply unit(150), a power outage detecting circuit(170) and a power stabilizing circuit(160). The secondary cell unit comprises a charge circuit(190), and a secondary cell(200) and a DC/DC converter(210). The charge circuit is connected to the secondary battery. The DC/DC converter supplies the drive power of the motor.
