An apparatus for managing a file and a folder and a method thereof are provided to restrain the decrease of storage capacity caused by a repeated storage and to shorten time consumption caused by the repeated storage or deletion of a file. A file storage unit(130) stores files, and a folder list storage(140) stores the folder lists to which stored files belong. A list and file manager(160) controls the procedure for the file storage and the file deletion. In addition, the list and file manager manages a folder list for each file. When a file selected by a user is stored at a first folder, the list and file manager stores the storage request file at the file storage unit.
