The turbine has a surface i.e. cylindrical surface, for calculating power of turbine, where blades (p) are moved on the surface. The blades are pivoted around a rotation axis (a) passing through center of gravity of respective sections of the blades by using rollers or skids (g) moving in a cam (Ca). The blades are pivoted in optimal manner for collecting maximum wind energy when angle between one of the blades and direction of wind is equal to an incidence angle. A return system comprising a ball (b) and a tie rod (Tr) connects each blade to the cam, where the cam is supported by a plate.
