PROBLEM TO BE SOLVED: To provide a turning angle detector for accurately detecting an abnormality in a resolver even if a rotating body is in a still standing state while highly accurately detecting the abnormality in the resolver, and also to provide an electric power steering device using the same. SOLUTION: This turning angle detector is equipped with: the resolver 17 outputting first and second phase output signals with a single-phase excitation signal inputted thereinto, and a turning angle operation means 21a for operating a turning angle based on the first and second phase output signals from the resolver 17. This angle detector is equipped with an output signal abnormality detection means 21b for sampling the first and second phase output signals in a cycle of an odd number of times a half-wave length of the excitation signal to detect abnormalities in the first and second phase output signals, based on the state of the first and second phase output signals before and after the sampling.
