<P>PROBLEM TO BE SOLVED: To provide a driver's health management system and method for emergency response, which can manage the health of a driver who is an elderly person and has chronic disease. <P>SOLUTION: A biological-information reading device 455, 460, 520 for a driver 530 is provided on a steering wheel 70 of a vehicle 10. An obtained biological information is transmitted by means of an on-board terminal 20 including a car navigation 50 and an integrated communication terminal 80, via an access network 180 and Internet 240, to a hospital central station 210, a police central station 200, an auto insurer central station 220, and a wrecker central station 230 to constitute a network therewith.
