PROBLEM TO BE SOLVED: To manufacture a film which is almost uniform in the distribution of in-plane retardation Re in its breadthwise direction. SOLUTION: Wet air is blown against both side edge parts 3a and 3b of a TAC film 3 in a first zone 21. A water content distribution becoming small in water content toward the central part 3c from both side edge parts 3a and 3b in the width direction of the TAC film 3 is formed. Both side edge parts 3a and 3b are grasped by clips 32a and 32b, to perform a stretching process for stretching the TAC film 3 in its breadthwise direction. The non-uniformity of a first distribution wherein the increase quantity of the double refractive index in the breadthwise direction of the TAC film 3 before and after stretching caused by the low degree of freedom of both side edge parts 3a and 3b becomes gradually large toward the central part 3c from both side edge parts 3a and 3b by the stretching process is set off by a second distribution wherein the increase quantity of the double refractive index in the breadthwise direction of the TAC film 3 before and after stretching caused by the water content distribution becomes small toward the central part 3c from both side edge parts 3a and 3b.
