PROBLEM TO BE SOLVED: To provide a car navigation for detecting a vehicle location by using a portable telephone, or the like, even at organizational or personal level, and for leaving operation records for investigating not only a traffic accident but also an accident using drunken driving or stolen car, and for accumulating novel functions, for preventing events or accidents within an automobile community. SOLUTION: An unconventional navigation system is constructed, and an actual photographic camera for performing self-propelled path recording and reproduction is interlinked. A traffic accident or an accident, such as, burglary in an automobile community is analyzed clearly by an insurance company, and negligence ratio is readily calculated so that huge loss in the sum of the insurance company can be reduced. The police is able to investigate the accident based on the operation recording. Although various organizations are related to the present invention for use on industry, and the organization for managing this invention is established as a data accumulation base.
