SOLUTION: As a vehicle moves, high upland determination area data in a required range is read into an external memory from a hard disk drive to perform high upland determination based on the high upland determination area data in the external memory. At this time, when a high upland area exists around a present position (S120:YES), high upland determination area data including all of the high upland area continuous with that area are read into the external memory (S140, 150). When no high upland area exists around the present position (S120:NO), high upland determination area data within a prescribed minimum range having the present position as a center are read into the external memory (S130).
