PROBLEM TO BE SOLVED: To provide a method for two-party speech by VoIP, which eliminates useless charge by calling back when making a call from a mobile telephone to a VoIP telephone (home telephone number is one starting with 050, etc.). SOLUTION: A user accesses a Web server 11 of a fixed-line communication common carrier from a mobile telephone browser (step 101). The Web server 11 accessed by the user sends a call request to SIP-SDP server 12 (step 102). A presence server 13 confirms the state of a VoIP terminal by request from the SIP-SDP server 12 in cooperation with a home premise state confirmation means 6 (step 103). When someone is at home, the SIP-SDP server 12 makes a sender-side call to a mobile telephone 1 via a mobile telephone network 2 (step 104). When nobody is at home, the SIP-SDP server 12 makes a call to a receiver-side telephone 5 via the 050 telephone service network 3 and sends only the information (audio guidance) that shows that there is nobody at home, to the sender (step 105).
