PROBLEM TO BE SOLVED: To provide an image forming device surely protecting the security of an information printed on a sheet of paper, on the basis of the information of the sheet of paper. SOLUTION: The device 10 for forming the image has: a paper-fiber information reading section 18 reading the fiber information of the sheet of paper; image processing sections 16a and 16b enciphering at least a part of the image on the basis of the read fiber information; and exposure devices 22Y, 22M, 22C, 22K or the like as printing means printing the enciphered image and the image containing the fiber information on the sheet of paper reading the fiber information. An original-image reader 40 has a CCD 56 reading the enciphered image and the image containing the fiber information and an original-fiber information reading section 42 reading the fiber information of the sheet of paper printing the read image. The original-image reader 40 further has an image processing section 58 decoding an enciphered image region contained in the read image when the fiber information included in the read image and the read fiber information match each other.
