An aqueous surface-treating agent which comprises an aqueous emulsion of a silicone oil, an aqueous emulsion of a polyurethane resin, and a silane compound represented by the general formula (A), (B) CH2=C(CH3)COO(CH2)3Si(OR1)nR2 m, (C) CH2=CHCOO(CH2)3Si(OR1)nR2 m, (D) H2N(CH2)3Si(OR1)nR2 m, or (E) H2NC2H4NH(CH2)3Si(OR1)nR2 m (wherein R1 and R2 each is C1-4 alkyl; and n and m satisfy 1=n=3 and m=3-n) and/or a partial hydrolyzate of the silane compound, wherein the polyurethane resin is used in an amount of 100 parts by weight or larger on a solid basis per 100 parts by weight of the nonvolatile matter of the silicone oil. This aqueous surface-treating agent prevents a sealing material made of rubber, such as an O-ring, from sticking to another sealing material or to a metal, resin, etc. It further attains a reduction in friction in the sliding of a sealing member made of rubber or resin.
