A purifying agent is provided to offer excellent removal efficiency about contaminants contained in soil or subsurface water by having excellent stability, reactivity and portability. A method for manufacturing a purifying agent for soil or underground water purification comprises the following steps of: preparing acid cleaning water(S1); manufacturing an iron ion solution by using the prepared acid cleaning water(S2); manufacturing nano-sized zero valent iron particles by adding a reducing agent in the iron ion solution(S3); and manufacturing the purifying agent including the nano-sized zero valent iron particles(S4). A method for manufacturing the iron ion solution comprises a step for manufacturing ferric chloride and a step for dissolving the ferric chloride in a solvent.
