<P>PROBLEM TO BE SOLVED: To prevent a vent such as an air inlet and an exhaust outlet from being plugged up. <P>SOLUTION: An aerator 41 includes a hollow body 61 having a hollow, a base 42 supporting the hollow body 61 in a rotatable manner, and a bulkhead 68 segmenting the hollow of the hollow body 61 into two regions. Vents 78, 79 run through a sidewall of the hollow body 61 to lead to the hollow, and vent ports 64, 65 run through both sides 62, 63 of the hollow body 61 along an axial center of the hollow body 61.
