<p><P>PROBLEM TO BE SOLVED: To provide a rustproofed metal substrate in which the metal substrate has a large corrosion-proof effect by an insulating polyaniline membrane not containing a dopant, and a method for rustproofing the surface of a metal substrate. <P>SOLUTION: In the rustproofed metal substrate, a paint film containing insulating polyaniline in a high oxidation state (PE state) is formed on the surface of the metal substrate.
