PROBLEM TO BE SOLVED: To appropriately and accurately measure a void volume according to the conditions of objects to be measured. SOLUTION: A plurality of measuring modes are prepared according to the illuminance, luminosity, state of dryness and wetness, and state of irregularities of a position of laser irradiation to perform preliminary measurements at a desired number of points of measurement (S3-3). A superior measuring mode is selected among the plurality of measuring modes on the basis of results of the preliminary measurements to perform principal measurements (S3-5). When measurements in the selected measuring mode can not have been performed, the time required for measurement is gradually lengthened to perform measurements again (S3-11). When measurement data can not have been acquired even if the time required for measurement has reached an upper limit, measurements are performed at the points of measurement during the time required for measurements of the upper limit again (S3-12). When the number of times of measurements has reached a predetermined upper limit, measurements at the points of measurement are halted to shift to measurements at the next points of measurement (S3-9).
