PROBLEM TO BE SOLVED: To solve a problem that there is a case, depending on a used oscillator, that temperature modulation characteristics of the oscillator due to temperature variation, and voltage variability characteristics of a voltage variable capacity element of a modulation circuit keeping a frequency constant, are not made compatible with each other. SOLUTION: When the oscillator 15 in an oscillation state is initially frequency-adjusted, a voltage variation range wherein voltage variable capacity elements 25 and 26 performing modulation control over the oscillator 15 due to temperature variation can be securely controlled for each use is selected for a frequency correction range of the frequency modulation, and an initial voltage for operating always within the voltage variation range is generated.
