PROBLEM TO BE SOLVED: To provide a cooling method and a cooling apparatus capable of highly maintaining performance of a cooling tower and a refrigerator, while reducing running cost. SOLUTION: Magnetic active water nano bubbles are included in cooling water in a cooling tower water tank 9 arranged in an opening type cooling tower 1, and the cooling water included in these magnetic active water nano bubbles is supplied to the refrigerator 46, and the cooling water supplied to this refrigerator 46 is circulated by returning to the opening type cooling tower 1. Thus, since the magnetic active water nano bubbles sterilize the cooling water by the strong oxidation action by the synergistic effect of magnetism and the nano bubbles, excessive propagation of microorganisms in the cooling water is prevented, and a water quality of the cooling water can be maintained.
