A generating unit(120) produces a image to be synthesized in an image photographed by the photographing unit, a character or a watermark. The generating unit generates an image, a character, or a watermark. A syntheizer(130) synthesizes the transmitted character and image with an image. A watermark is added to a watermark bit stream of a digital signal of an image. Or an image is converted into a frequency signal and a watermark bit is inserted.
