<P>PROBLEM TO BE SOLVED: To provide a magnetic sheet with flame retardancy and high permeability and an RFID device using the same, and to provide a method of improving RFID radio communication. <P>SOLUTION: The magnetic sheet is used for improving the communication when the RFID device for carrying out electromagnetic induction type communication is used near the communication disturbing member, the magnetic sheet contains a soft magnetic metal powder, a binder, and a flame retarder. The flame retarder contains at least a solid flame retarder and the mean particle diameter thereof is not more than 1 μm.
