<p><P>PROBLEM TO BE SOLVED: To make uniform power consumption in terminal devices of a communication system formed by connecting a plurality of terminal devices. <P>SOLUTION: In the communication system configured by connecting the plurality of terminal devices 20 to a center device 30 over multi-stages, a terminal device 20(3) in which charged power of a solar cell 40 is lacked, calls a route change to a closest lower-layer terminal device 20(8) being routed to the terminal device 20(3) itself. The terminal device 20(8) designates a closest higher-layer terminal 20(4) and requests a change permission to the center device 30, and the center device judges whether the terminal device 20(4) is suitable or not by referring to charged power and an electric field strength of the terminal device 20(4) and information about terminal devices of lower layers in connection.
