PROBLEM TO BE SOLVED: To provide a developing device capable of recovering scattering toner for a long time without degrading recovery performance, and an image forming apparatus provided with the developing device. SOLUTION: The developing device 10 includes a developing roller 30 and a recovery roller 40 which is disposed opposite to the developing roller 30 and used to recover scattering toner, and stores negatively charged toner. The surface of the recovery roller 40 is coated with fluorocarbon resin or silicone resin. The recovery roller has a blade 41 that removes the scattering toner.
