PROBLEM TO BE SOLVED: To determine the parameters of a PI controller and a PID controller, in a process including the dead time in an input-output in simple calculation, while reducing labor and time in an adjustment or test step, and to apply the parameters to various processes over a wide range. SOLUTION: An optimization adjusting means 13 is provided with a PI controller to be used as a process controller 11 or a gain-determining means 13a and a time constant determining means 13b for determining the time constant and the gain of a PID controller, respectively. The gain-determining means 13a and the time constant determining means 13b determine the time constant or the gain of the PI controller or the PID controller from the coefficient of a process so as to make the absolute value of a closed-loop transfer function Gc from a target value SV of the process of a control target 12 to a control variable PV become 1 in a low-frequency band.
