An image signal process apparatus and a method thereof are provided to move a location of a light emitting pattern along with a visual locus of a person to prevent a flicker and double images. A frame delay unit(101) is comprised of a memory storing an inputted RGB image signal. An RGB image signal stored in the frame delay unit is delayed by one frame and outputted to a previous frame. A motion estimation unit(103) estimates and outputs a motion vector between a previous frame and a current frame. An inverse gamma correction unit(105) performs inverse gamma correction with regard to the input RGB image signal and outputs the RGB image signal. A pattern generation unit(107) uses a driving method of pseudo 100Hz.
