A water soluble film for effective component delivery is provided to rapidly release active ingredients such as a detergent component, fiber softener component, disinfectant component, and epidermal layer absorber component of human body skin. A water soluble film for effective component delivery comprises water-soluble films and active ingredients. The water-soluble film comprises a water soluble polymer consisting of a polymer of a monomer represented by the chemical formula 1. The active ingredient is dispersed in the water-soluble film and is released while the water-soluble film is dissolved by the moisture. The monomer represented by the chemical formula 1 is any one selected from the group consisting of C1-5 alkyl of acryloyl or methacryloyl-N,N,N-trialkyl(the carbon number is 1-3) quaternary ammonium salt, C1-5 oxyalkyl of acryloyl or methacryloyl-N,N,N-trialkyl(the carbon number is 1-3) quaternary ammonium salt and N-(Ћ-alkenyl(the carbon number is 3-10)-N,N,N-trialkyl(the carbon number is 1-3)) quaternary ammonium salt.
